The Scientific Council of the Centre (hereinafter referred to as the Scientific Council) is a collegial body for managing the scientific, scientific-technical, and scientific-pedagogical activities of the Centre, performing consultative and advisory functions. If necessary, sections chaired by leading scientists may be established under the Scientific Council of the Centre.
Competence of the Scientific Council of the Centre includes issues regarding:
- determining the development strategy of the Centre and promising areas of scientific and scientific-technical activity;
- conducting scientific and scientific-technical evaluations of the topics and results of research development works;
- approving current (annual) plans for scientific research and scientific-technical developments;
- improving and developing the structure of the Centre;
- approving dissertation topics for higher education applicants for the degrees of Doctor of Philosophy (PhD) and Doctor of Sciences, and appointing their scientific supervisors (advisors);
- approving the results of attestation of scientific workers, postgraduate students, doctoral candidates, and degree seekers;
- approving the results of competitions for vacant positions of scientific workers;
- nominating outstanding scientific works for prizes, medals, and other types of awards, including international ones;
- conferring the academic titles of Professor and Senior Researcher upon the Centre’s employees and submitting the respective decisions for approval to the attestation collegium of the central executive body that shapes and implements state policy in the field of scientific and scientific-technical activity; petitioning for the conferment of honorary titles;
- approving annual reports on the activities of the Centre and reviewing the Centre’s budget estimates;
- deciding on the placement of own revenues in territorial bodies of the central executive body that implements state policy in the field of treasury service of budget funds, or in public sector banking institutions;
- approving the list of professions and positions at the Centre where flexible working hours and remote work regimes may be applied.
The Scientific Council analyzes the implementation status of research results, their material, technical, and financial support, and the training of scientific personnel, as well as considers matters of:
- coordination and scientific cooperation with other organizations and institutions;
- holding conferences;
- international scientific cooperation of the Centre;
- scientific publishing activities;
- recommending the publication of scientific works by the Centre’s staff and works published with the Centre’s name on the title page;
- nominating candidates for Full Members (Academicians) and Corresponding Members of the NAS of Ukraine;
- recommending candidates for the appointment of Editors-in-Chief and members of editorial boards of the Centre’s scientific publications.
